What is a Pre-Start Health and Safety Review?

A Pre-Start Health and Safety Review (PSR) is a safety assessment required under Ontario Regulation 851 when new or modified equipment is introduced into a workplace.

The review confirms that machinery and processes meet regulatory requirements before being put into service or modified for continued operation.

When a PSR May
Be Required

A PHSR may be required when:

• New machinery or automated equipment is installed
• Existing equipment is significantly modified
• Warehouse racking or storage systems are installed
• Cranes, hoists, or lifting devices are added
• Flammable liquids or combustible dust hazards exist
• A process presents ignition or explosion risk

Design Review

Review of equipment drawings, layouts, and safety systems prior to construction or installation, with a focus on identifying compliance requirements, potential safety risks, and required safeguarding before equipment is built or installed.

Preliminary Review

Inspection of equipment at the builder’s facility prior to shipment to verify that safety systems, guarding, and controls are in place, and to identify any compliance issues before the equipment is delivered and installed.

Final PSR

Final on-site review of installed equipment to verify that safety systems, guarding, and controls are in place and that the equipment meets Ontario Regulation 851 requirements before being put into service or returned to operation.
